Devin and Claude Code both start at $20 a month, but they work in different places. Devin is Cognition's agent: you hand it a task, and it works in its own cloud machine until it has a pull request. Claude Code is Anthropic's agent for your terminal, included with Claude Pro, and it can run cloud sessions too.

## Devin vs Claude Code at a glance

Both agents read your code, edit files, run commands and open pull requests. The difference is where you sit while they do it.

| | Devin | Claude Code |
|---|---|---|
| Made by | Cognition | Anthropic |
| Where it mainly runs | Its own cloud VM, with a shell, editor and browser | Your terminal, on your computer |
| Other places | Devin Desktop (formerly Windsurf), Devin CLI, Slack, Microsoft Teams, Linear, Jira | IDE extensions, desktop app, browser and mobile cloud sessions, Slack |
| Models | Frontier models from several providers, open-source models, Cognition's SWE-2 | Claude models |
| Lowest paid plan | Pro, $20 a month | Claude Pro, $20 a month or $17 a month billed yearly |
| Heavier use | Max, $200 a month | Claude Max, $100 or $200 a month |
| Git hosts for pull requests | GitHub, GitLab, Bitbucket | Works with git locally; cloud sessions need GitHub |
| Testing | Tests the app in its browser after opening a pull request and records a video | Runs your tests and commands; its Chrome integration can debug live web apps |

## Where do Devin and Claude Code run?

Devin runs in the cloud by default, and Claude Code runs on your machine by default. Each one can also do the other.

Cognition's [introduction to Devin](https://docs.devin.ai/get-started/devin-intro) describes a workspace with Devin's own shell, an IDE you can take over, and a browser it uses to read docs and test what it builds. Devin can also get [Windows](https://docs.devin.ai/onboard-devin/environment/windows-support) and [macOS](https://docs.devin.ai/onboard-devin/environment/macos-support) machines for desktop and iOS apps. Locally, Cognition has the [Devin CLI](https://docs.devin.ai/cli) for the terminal and Devin Desktop, the editor that used to be Windsurf.

Claude Code is a terminal tool first. Anthropic's [overview](https://code.claude.com/docs/en/overview) lists the CLI, VS Code and JetBrains extensions, a desktop app and the web. Its [cloud sessions](https://code.claude.com/docs/en/claude-code-on-the-web) run in isolated, Anthropic-managed VMs on Pro, Max and Team plans, keep going after you close your laptop, and cost nothing extra beyond your plan's usage limits.

## How do you hand off work to each one?

With Devin, handing off is the normal way to work. You start a session in the web app, tag Devin in a Slack or Teams thread, or assign it a Linear or Jira ticket. Cognition's [first session guide](https://docs.devin.ai/get-started/first-run) suggests planning in Ask mode, then sending the plan to Agent mode to build it. Its rule of thumb is that if you could do a task in three hours, Devin can most likely do it.

With Claude Code, you usually stay in the loop. You run `claude` in your project, watch each step and approve what it does. To hand off, `claude --cloud "Fix the flaky test"` starts a cloud session from your terminal, and `claude --teleport` pulls a finished one back to your machine. Anthropic says handoff from the CLI is one-way: you can't push a running terminal session to the cloud, though the desktop app can.

The two even connect. Cognition publishes a [Devin Handoff](https://docs.devin.ai/work-with-devin/devin-handoff) plugin that lets Claude Code, Codex or Cursor send the current repo, branch and uncommitted changes to a Devin cloud session.

## Which models do they use?

Claude Code runs on Claude, and Devin lets you pick from many providers.

Devin's [pricing page](https://devin.ai/pricing) lists frontier models from OpenAI, Claude, Gemini and SpaceXAI on Pro, plus open-source models and Cognition's own SWE-2. In a session you choose an agent rather than a model: Lite for simple tasks, Normal by default, Ultra for the hardest ones, Fusion, which pairs a frontier model with a cost-efficient one, and SWE-2. If you pay for ChatGPT, you can [link that plan](https://docs.devin.ai/admin/billing/chatgpt) so GPT usage is billed there instead of your Devin quota.

Claude Code uses Claude's models. On Pro and Max that means Opus, Sonnet and Haiku. Fable 5 and Fable 5.1 are [included on Max](https://support.claude.com/en/articles/15424964-claude-fable-models-on-your-plan) for up to half of your weekly limit, and on Pro they're paid with usage credits.

## How much do Devin and Claude Code cost?

Both start at $20 a month. After that, the plans split differently.

| | Devin | Claude Code (on a Claude plan) |
|---|---|---|
| Free | Free plan with a light quota | Not included in Claude's Free plan |
| Entry | Pro, $20 a month | Pro, $20 a month, or $200 a year |
| Heavy individual use | Max, $200 a month | Max 5x, $100 a month; Max 20x, $200 a month |
| Teams | $80 a month minimum, $40 per full seat | Team plan, priced per seat |
| Limits | Daily and weekly quota (weekly only on Max) | Five-hour session limit and a weekly limit |
| Past the limit | Prepaid credits at API pricing | Usage credits at standard API rates |

Devin's prices come from [devin.ai/pricing](https://devin.ai/pricing), and [Devin pricing](https://buildful.ai/knowledge-base/devin-pricing) explains the quota and the Teams seats. Claude's come from [claude.com/pricing](https://claude.com/pricing) and Anthropic's [Max plan article](https://support.claude.com/en/articles/11049741-what-is-the-max-plan). On a Claude plan, Claude Code [shares one set of limits](https://support.claude.com/en/articles/11145838-using-claude-code-with-your-pro-or-max-plan) with your chats in Claude, and cloud sessions draw from them too. [Claude Pro vs Max](https://buildful.ai/knowledge-base/claude-pro-vs-max) and the [Claude Max plan](https://buildful.ai/knowledge-base/claude-max-plan) entry cover those limits in detail.

The top tiers line up oddly. Devin jumps from $20 straight to $200. Claude has a $100 step in between.

## Do both open pull requests?

Yes. Devin opens a pull request on GitHub, GitLab or Bitbucket ([its integrations](https://devin.ai/pricing)), and then, with your approval or automatically if you turn on pre-approval, it [tests the app and records it](https://docs.devin.ai/work-with-devin/testing-and-recordings). The recording is a short video with notes on what it checked, sent to you in the session. With Devin Review's auto-fix on, Devin also answers review comments and fixes failing CI.

Claude Code works with git directly. On your machine it creates branches, writes commits and opens pull requests. Cloud sessions push to a branch, and you create the pull request from claude.ai/code. With [auto-fix](https://code.claude.com/docs/en/claude-code-on-the-web) on, Claude watches the pull request and pushes fixes for failing checks and review comments. Cloud sessions need GitHub to clone and open pull requests.

## Which should you pick?

Devin fits better if you want to hand off whole tickets and come back to a pull request with a test video, especially from Slack, Jira or Linear, or if your code is on GitLab or Bitbucket. Claude Code fits better if you want to work alongside the agent in your terminal, already pay for Claude, or want a $100 tier between the entry plan and $200.

If you're weighing Devin vs Cursor instead, the closer match is Devin Desktop, since both are code editors. [Cursor pricing](https://buildful.ai/knowledge-base/cursor-pricing) covers Cursor's plans, including where its Cloud Agents start.

## Where Buildful fits

Buildful is closest to Devin's cloud agent. You describe a task in the browser, it works in a private cloud sandbox on your GitHub repo, runs your checks, tests UI changes in a real browser, and hands back a pull request. Nothing runs on your laptop.

Buildful Pro is [$10 a month for 1,000 tasks](https://buildful.ai/pricing), or ₹750 in India, so you know up front how much work the plan buys. Team is $40 a month for 3,000 tasks shared by unlimited members (₹3,500 in India). Smart Mode picks the right open-weight model for each task. When you want Claude or GPT for a task, you can pick it yourself on Pro and Team, paid from prepaid credit (from $5) or billed to your own API key. The [Buildful vs Devin](https://buildful.ai/compare/devin) and [Buildful vs Claude Code](https://buildful.ai/compare/claude-code) pages compare each one directly.

## Frequently asked questions

### Is Devin better than Claude Code?

Neither is better for every job. Devin is built for handing off a whole task and getting a tested pull request back. Claude Code is built for working with the agent in your terminal, with cloud sessions when you want to step away. Pick the one that matches how you like to work.

### Can Claude Code run in the cloud like Devin?

Yes. Claude Code's cloud sessions run in Anthropic-managed VMs on Pro, Max and Team plans, and keep going after you close your laptop. You start them at claude.ai/code, from the Claude app, or with `claude --cloud` in your terminal. They count against your plan's usage limits.

### Does Devin use Claude models?

Yes. Devin's Pro plan and above include frontier models from OpenAI, Claude, Gemini and SpaceXAI, alongside open-source models and Cognition's own SWE-2. You mostly choose an agent, such as Lite, Normal or Ultra, rather than a model.

### Can I hand off a task from Claude Code to Devin?

Yes. Cognition's open-source Devin Handoff plugin works in Claude Code, Codex and Cursor. It sends your repo, branch and uncommitted changes to a Devin cloud session and gives you its link. You need a Devin API key.

### Which costs more, Devin or Claude Code?

Both cost $20 a month on their entry plans. For heavier use, Devin Max is $200 a month, and Claude Max is $100 or $200. Both bill extra usage past the plan's limits at API rates from prepaid credit.

### Does Claude Code open pull requests?

Yes. On your machine, Claude Code creates branches, writes commits and opens pull requests through git. Cloud sessions push their work to a branch, and you open the pull request from claude.ai/code. Cloud sessions need a GitHub repository for that.
